Taraweeh prayer is observed in the month of Ramadan at night any time after the obligatory Isha prayer but before Witr, as the Witr prayer is the last prayer of the night.
20 Rakah Taraweeh is Sunnah and offered only in the holy month of Ramadhan. Many people mix it with Qiyam Ul Lail however; these are two different prayers.
Moreover, its time is after Faradh of Isha, normally it is offered before witar but can be offered after witar as well.
