Nikkah is permissible without a marriage license.
Nikkah is the offer and acceptance by an adult male and female to come into a contract of matrimony.
Marriage license is a legal requirement (as per state laws) but has no bearing on the legal (Shari’a) status of Nikkah.
وَأما فِي الشَّرْع فعبارة عَن وجود ركن العقد مَعَ شُرُوطه
أما رُكْنه فَهُوَ الْإِيجَاب وَالْقَبُول من الزَّوْجَيْنِ
