yes anyone can have savings account. Allah tala never forbaid keeping saving until and unless you have fulfilled all your duties as an individual in your family and society.
Saving accounts in islamic banks are approved and accepted commonly by Islamic scholars.
but I personally disagree with this mindset because any money you earn without any effort is forbidden in islam.
